My eyes are 73 years old and while I have been an artist all my life, I sometimes cannot decipher things and have to depend on text. But there is not much text with the picture except the word, "Flood." That usually means water, too much water, and I don't see water in the picture. I can't comment more than this.
Hi Abrahham! Believe me, there´s water in the picture, almost one upper third of the picture is deep water wich is raising covering the first step of a concrete dock, below the stairs and some leaves. I am sorry it is confusing, tomorow I´ll promess a better one. Ale
